This forum seems to be built on xenforo. There are many addons to add pretty much any feature to the forum.
For example here is one called extended cover which seems to do exactly what I described earlier

I'm looking for a setting that shows times on here as a 24-hour format. As in eg; 4:11pm would show as 16:11. I didn't find any time settings aside from timezone. I'm great at overlooking things - so maybe I have...?
