me to I live in an apartment in an a apt have had problems with neighbors and the noise all night keeping up all for many years just want to end my life then all seep for ever

I used to have this neighbor, who kept the entire neighborhood awake. He would have his friend's come over to his house and they would party all night. Loud music, screaming, alcohol.... everyone could hear everything they were doing. Shutting our windows didn't help. Nothing. Worked. This would continue all night.
He also loved revving his car engine at 5 in the morning and that would wake us all up.
I hate having noisy neighbors. Like can we pls sleep
