How to use tourniquet method / will a diy weapon also work

Hi,
I'm confused about these parts of the tourniquet method.

2. Now you want to place your scarf high on the neck, above your Adam's apple,and tie a knot that won't slip. The gap between your ligature and your neck mustbe about three fingers. Insert the stick in the loop, close to your knot.

3. Apply pressure to your neck and begin to turn the stick. You will turn itclockwise. You will stop turning it when the ligature is tight enough to make youfeel dizzy.

4. If you feel dizzy you'll now let go of the stick, If you do not feel dizzy it meansthat you didn't apply enough pressure to compress your carotid artery and youneed to start again. This might take practice.

Also would a diy weapon (particularly a firearm) work? The reason I'm asking about this is that the politician in Japan that was shot was shot with a diy weapon.

I also want to know if there are any resources on how to do it myself especially the ammo? The reason I'm asking is that I mostly likely can't get it legally because of mental illness and living with relatives.

I may just have to stick with the tourniquet method. What confuses me about it is the steps I put in the first post. I saw that there was a YouTube video of it on another thread but it got deleted. Any advice / easy / video resources on the tourniquet method?
