Yes: a minke surfaced about 5' away from me as I was sailing in Maine. I had my back turned, and right behind me: PPFFFFFFSSSHHHH! --it about scared my out of my skin. I was in a small boat --19'-- and the whale was about as big as the boat and travelling at the same speed.
