Transdermal absorption of fentanyl is already quite high but a solvent is always needed, DMSO increases absorption even further, perhaps very close to 100% bioavailability. If someone wants to investigate further or is a chemist, I think this is another way to go.
"Dimethyl sulfoxide (DMSO) is a molecule with a long history in pharmaceutics and is now well established as a penetration enhancer in topical pharmaceutical formulations. It is currently used for this purpose in diclofenac sodium topical solution (approved in the United States to treat signs and symptoms of osteoarthritis) and idoxuridine topical solution (approved in Europe for the treatment of herpes zoster). This article reviews the mechanism of action of DMSO as a pharmaceutical penetration enhancer, the characteristics of the molecule that facilitate transdermal drug delivery, and studies of efficacy and safety. The clinical use of pharmaceutical-grade DMSO as a penetration enhancer is supported by the robust data that have accumulated over the past 3 decades demonstrating the favorable safety and tolerability profile. Dimethyl sulfoxide is a safe and effective mechanism for facilitating the transdermal delivery of both hydrophilic and lipophilic medications to provide localized drug delivery."
"...Radio-labeled 4C hydrocortisone and testosterone were applied to human skin in acetone alone and in DMSO. Penetration quantitated by assaying the 14C appearing in urine for five days. Without DMSO, 12 times as much testosterone penetrated as hydrocortisone. DMSO increased the penetration of both steroids three-and-one-half times. The significance of these findings is discussed."
Pharmacology of DMSO
Dr. Stanley Jacob, the father of DMSO offers information on DMSO & MSM. DMSO (dimethyl sulfoxide), a potent scavenger of free radicals, was first introduced to the scientific community in 1963 by a research team headed by Stanley W. Jacob, MD.

PERCUTANEOUS ABSORPTION OF DICLOFENAC DIETHYLAMINE IN THE PRESENCE OF DIMETHYL SULFOXIDE
ABSTRACT The aim of present study was to evaluate the effect of various concentrations of dimethyl sulfoxide (DMSO) on transdermal absorption of 1% diclofenac diethylamine across full thickness, hairless rabbit skin using modified Franz diffusion
