Where I'm from, firearms are very restricted. But, I had a short period of wanting to make my own primitive shotgun for a "one-time party trick". I won't tell you the exact places I found schematics, but it is possible and the search is not difficult. I even wanted to make my own ammo, though it was more out of necessity cause I know no one would sell me loose shells just like that here. I wouldn't recommend though, not a homemade one at least. Much higher risk of messing up and living a vegetable.
If you're from a rough area, there is without a doubt a shady person you may contact (through enough connections at least) and enough money stops all questions. But much like with the homemade version, if you're caught or the person turns out to be an undercover, you may be placing yourself at risk of a ctb situation that's outside of your control, and I know that spoils it for some (at least it would for me).
