The mouth is also the quickest to heal, so the tongue could clot and heal quickly. Like @Hollowillow said, they used to do that as torture, and those people would then become a mute.
I severed my tongue veins and muscle by eating a piece of glass, thinking it was a potato chip (it was an empty bag, someone was cleaning up glass and put it in there to chuck away, I came back in the room and emptied the crumbs out, and ouch).
It hurt and bled a huge amount at first, and I needed maxfacs surgery for the tongue muscle, but it healed very quickly indeed.
