If you're buying from overseas, there's no way of knowing if you'll trigger a welfare check; it's just a risk you have to take.

As linked by Firefly, if you read the PPH, you could go on holiday to Mexico (if money truly is no object) and find a method there that would require access to a vet clinic - I'm sure you can put two and two together to work out what I'm referring to.
