Turns out you can just buy one, though they do cost a few hundred dollars. You also need to buy cartridges for it, preferably the heavy weight ones designated for cows and oxen. And then you need to aim it properly...

Isn't it probably cheaper to get a regular gun? I mean, most of the same risks of failure or getting caught seem like they'd be there... and I can't imagine this would be any cheaper or easier to get than a regular handgun or rifle that would do the trick.

Unfortunately yes it's much easier getting a c bolt gun or even old powder guns that were used 200 years ago lol :(
I wish we could get guns as easily in Europe. Most of the time you have to go through long trainings and then register yourself, fill all kind of papers. Most suicidal people would give up going through all of that
