As far as places openly talking about suicide methods and suicidal thinking/plans, not that I'm aware of. That generally gets shut down pretty fast anywhere with any sort of moderation.
Back in the day, the alt.angst Usenet newsgroup was a place for some pretty unfiltered suffering, although no discussion of plans/techniques that I can remember.
