Hello, Could an intravenous injection of 2% Lidocaine HCl GEL numb veins to help with pain from a KCl IV? Would the gel block my vein, even if I dilute it with water? And would it actually numb my vein? Thank you.

More details please. What procedure are you attempting to anesthetize? Strictly speaking, you cannot "numb" a vein per se.

My plan is to inject myself with 135mEq of KCl. I've had KCl IV in a medical seeting before, and it hurt like hell through my veins. To hopefully mitigate this pain, I am planning on injecting 2% Lidocaine HCl before I inject KCl.
