Absolutely. It would be insanity to try to sneak this through an airport. It's a highly controlled substance and the legal consequences would likely be as severe as getting caught bringing heroin through. You obviously have to consume this in the foreign country.

Peru gets an average of 4.5 million foreign visitors every year. This thread is giving me the impression that at least one million of those people never make it out alive. It's shocking to think that a million people a year are kidnapped and buried in shallow graves by criminal cartels all across the Peruvian countryside.
