It is not entirely true velocity is king. A 5.56mm AP round leaving the barrel at a speed of 800m/s will pass through the skull and brain like butter, with almost no deformation and almost no loss of energy. The chances to survive, if the heart does not stop and the bullet does not tear apart a major cerebral artery, increase dramatically. The key factors are the type of ammunition used and the location of the shot, not the velocity. A 300-joule 9mm HP/FMJ Makarov is more than sufficient.Velocity is king .
