(Just to clarify that this is a fan made ad, not real, however I felt it was resonated with the idea of those who aren't pro life, and the treatment of their thoughts, apologies for any confusion).
I'm guessing it only has to do with homicidal thoughts and not suicidal ones. But with the UK, you never know. But maybe you go to prison for homicidal thoughts and you get committed for suicidal ones.

Thought crimes can be anything the govt wants to get rid of: Homicides, suicides, trans thoughts, homo thoughts, women wanting to be treated like humans, anything against the dictatorship, thoughts against slavery...everything to put the cattle in line for the slaughter.
The video looks like analog horror...it's scary to think this is an actual govt sponsored ad. I feel bad for anyone (not in power) who lives in the UK nonetheless

I know this wasn't an actual government ad. It was a fandom made psa I found and it resonated with me and the treatment of those who want to ctb. I apologise if it came across as misleading, I thought it was obvious enough, I should've specified before posting, as I certainly was not intending to make misinformation at all.
