They don't have any control if outside factors like your browser. Only what their webpage looks like. The gigantic banner when signing in is already gone

Are you sure ? I'm not a professional or anything but afaik the designer decides the title with the title tag in html. If you view the page source you can see the tag saying Sanctioned Suicide

Yes it is probably a global application setting regardless of theme

I can code they can change it by changing the <title> attritubte in the html files
