I doubt that she meant it this way, but Tacoma is (imo) kind of a depressing place.

I think that she was writing about a place as far away as possible from where she was that she could get.

I can see Tacoma becoming an euphenism for CTB.

Tacoma is where I mentally died last year and was unfortunately arrested and hospitalized under court order for 120 days. Tacoma is a great euphemism for ctb
