Hi there, as I understand it, you can NOT "spike" any kind of gas you are selling because, fundamentally, it's illegal to lie about the contents of the cylinder. Firstly, that would be false advertising. Secondly, nitrogen, just as with any gas, is held to strict standards because there can be consequences for the gas having impurities and contaminants. You cannot just lie about the purity of the gas because then you would be responsible for whatever consequences comes of the customer using the wrong product. For example, you cannot use regular industrial nitrogen in place of food grade nitrogen because you may end up making people very ill. That's explained briefly here: https://www.co2masters.com/post/2019-2-24-food-grade-vs-industrial-grade-do-the-differences-matterThe reason nitrogen used to be my preferred method and is not anymore is that because I read about a manufacture in the UK that started spiking Nitrogen with just enough oxygen for it to no longer be effective. I would not be surprised if other manufacturers also do this.
So, no, you cannot just "spike" a gas cylinder to contain something different than it is advertised to without the customer's knowledge legally. Companies can mix other gases into their cylinders for all kinds of reasons but this would be public information. I do believe that, in a couple of cases, companies did start mixing oxgen into their cylnders to prevent their products from being used for suicide but this was banking on the fact that most people wouldn't know about gas purity levels, wouldn't think to research it, and wouldn't think to ask. They don't have to advertise the purity levels but they cannot lie to you about it if you ask and they have no good reason to lie either.
Often, the cylinder will display its purity level. Sometimes they won't but you can always look at the product's data sheet or ask the manufacturer directly. I have no doubts that the manufacturer will be happy to answer your question. There's the off chance that they may give you incorrect information by mistake but they cannot intentionally lie to you about the purity and, again, they just have no reason to. If you do ask them directly though, speak in a professional and respectful manner and do NOT tell them the real reason why you want to buy the product under any circumstances. Not only will they bar you but it will contribute to even greater activism and restriction against suicidal people.
