I know this probably won't lead to much, but I figured I may as well try to ask. Please don't be mean. I haven't been able to be exposed to the world much so I am not so sure about it.
I'm not sure what you mean by 'targetted'. But then, the whole world and especially the US does seem to be becoming more hostile towards certain groups.
I don't honestly know but, I imagine it would be tricky. I imagine priority would be given to refugees fleeing war etc.
Obviously- if you have desirable skills, you could look to emigrate to a country that appears more friendly. I have a feeling though that, coming from a first world country, the expectation would be for you to move using your own funds.
Do you have an idea where you want to travel to? Have you researched the immigration laws of that country?
I imagine seeking employment there would be your best bet. If a company wants you enough, it may be willing to help out with some of the finance/ paperwork I imagine.

Belgium seems cool. I'd like to stay there on a student visa but they require proof of financial means. I was planning to pull out a massive loan or something to get into school honestly. Apologies late reply
