Over the past year, increased regulatory pressure in multiple regions like UK OFCOM and Australia's eSafety has led to higher operational costs, including infrastructure, security, and the need to work with more specialized service providers to keep the site online and stable.

Idk about japanese laws but here in the U.S thats a privacy violation. They cant do that. Using a vpn would be fine or you could try cloudflare warp. It's not a VPN but it acts like it I guess?
