Ignore User Feature

Why can some accounts not be "ignored" or followed? If you hover the cursor over 99% of usernames, you get these options:

Follow
Ignore
Start Chat
Start Conversation

Why are there some accounts where you don't have these options? Are those inactive accounts?

I know you can't ignore mods but I havent noticed it on any other accounts *shrug*

I've only ever seen this apply to mods, which makes sense since they need to be able to contact you.
