Help i wish there was a service for people put in situations where they can't participate in life, to help their problems and take them seriously?

I'm getting tongue tied, but I wonder if anyone would be able, rather than all the shat things that happen when someone needs or mentions help and situations that got beyond self-resolvable?

where no government cares about their people and where everybody is seen purely as a tax payer and a tiny cog that has to function in the big wheel of making the rich richer and the poor poorer.
a world where a drunk man, a heavy alcoholic of 20 years, walks into a hospital and says "I need help! I am ill and I want to be better!" - and they send him away. (Yes, actual case that happened in Germany! Search 'Domian' radio talk show)
a world where my roommate cut her wrists in the bathroom and was sent away after 2 days in hospital without any further help or care.
no institution clearly cares.
If you got money - you can pay a therapist who PRETENDS to care about your problems and worries. that's a start, lol

but the only ones who truly care, are us. like-minded people who know what it means to suffer and be tired to live on.
