Usually there are lots of scary people outside how do I avoid these people outside as much as possible ?

leave at early times of the day / find out when places you're going to are less occupied and their busiest days of the week

have a set plan or objective when you go to these places so then you can get in and out as quickly as possible

leaving early is the best choice to avoid people, late at night can also work but then instead of people going to work u are going to meet drunk people.

3-6 am is usually the best time. It is so calm and quiet.

I like that time but the problem is that nothing is open.
Out of curiosity, what do you need to visit? I usually try to get things delivered not to spend time in shops. But if you need to visit a barber or a dentist, it's difficult (or impossible).
