Over the past year, increased regulatory pressure in multiple regions like UK OFCOM and Australia's eSafety has led to higher operational costs, including infrastructure, security, and the need to work with more specialized service providers to keep the site online and stable.

I don't know anything about TOR .i heard that if u access the site through the TOR browser you'll have no problems from the DDOS attacks. not sure how true that is though

TOR just routes your internet traffic through lots of different servers at the same time which greatly increases your anonimity. It also allows you to bypass censorship and lets you access .onion sites. The 'dark web' is just a term used to describe websites that can only be accessed through TOR.
