Over the past year, increased regulatory pressure in multiple regions like UK OFCOM and Australia's eSafety has led to higher operational costs, including infrastructure, security, and the need to work with more specialized service providers to keep the site online and stable.

Why don't you call a helpline and ask them exactly this? You don't lose anything even if you're convinced I'm wrong. You could even ask about others in your situation and how they recovered. I get it that you probably won't want to elaborate on a public forum, this is why I suggest a helpline and because they have most likely heard similar before.
