Help needed with nitrogen cylinder

Could someone help me please.I bought a nitrogen cylinder and it doesn't even have a valve.Am I supposed to buy it separately or should I return it and get a new one?

You would need an hex socket wrench to open that

But you should return it and just get one with a normal valve handle.
