There are US-based online retailers that sell N² tanks. Not sure if I can say where I'm ordering from, but Google is your friend in this case. There is also a very large and well known gas supplier in the US that you can order from online and go pick up in person. They require you to fill out a form to purchase though.
Where I live, I couldn't find anywhere that sold it to individuals. They needed a business license. Also it's tough to get it delivered and hide it if you live with family or other people.
I was searching for places to buy filled inert gas tanks online and struggled initially because most online vendors I found that didn't require a license/registration only sold empty tanks. However, in the end I was able to find 40ft^2 and 80ft^2 (filled!) tanks of compressed argon—not nitrogen but still an inert gas—available for anyone to buy on a very popular online shopping/e-commerce website. The gas tanks had many positive reviews from people who used the gas for welding purposes.

There's a whole thread on exit bags and nitrogen. You don't need a giant tank either, 0.8 cubic meter should do. Despite the way it sounds, 0.8 cubic meter of compressed Nitrogen is fairly small. It's about 7 litres.

You don't need a licence to buy inert gas. Some websites do require you to register, but most will sell without issue. I would also check out hardware and automotive stores.
He's in Australia. Not sure if you're from there, but some of the gases are difficult to get now because of media coverage of Exit International.
I'm also from there. I did read an article from this year talking about possible regulation of inert gases, but was not aware of it being enforced so quickly. Last I checked, It is still possible to order Nitrogen/ Argon online. These assholes are trying to take everything from us!
You might be of better help to @Yugochild than I am. They're able to get PMs now.
Or say you are preserving dry food in 5 gal plastic containers. Nitrogen is used for that.
