I bought an helium cylinder from Weldes and it was empty... does this usually happen?

Did someone buy it and return it forgetting to tell them they used it.
It happens. I opened a new coffee maker box once and found a used, dirty one inside. Some people cheat.

Or the valve was not tight. Helium escapes easily.

It's weird... It made a big noise at first, then it stopped giving helium after few minutes...

You can likely get it filled for cheapish at a welding store if its empty.

Most of those tanks are for balloons and are single use.
They also have less than 100% helium.

You probably bought a party balloon kit of sorts. They're like 20% oxygen and don't hold a lot of volume. Try get a roughly 10 cubic feet tank of pure helium. It's the standard size of any ol' helium tank that isn't for kids' parties.

it was for welding... It was 8 compressed liters of helium.
