I believe it means that they have willingly deleted their account or it was removed by admins for reasons.

This. Many people who've CTB have indeed had their accounts deleted, but it's only if the mods are absolute sure that they are dead. Some users announcing their plans to CTB might say something like "if I'm not back in a week it means I'm dead" or something like that, to give mods the heads up. Sometimes you can't be sure though. No doubt there are some users who have CTB but there's no hard evidence for it so their accounts stay up.

It just means that the user is no longer a member of this site, not necessarily that they no longer exist.Similar threads
