hesitation is understandable because i believe that stems from survival instinct, but it increases the amount of time an external party would have to intercept.

if the building in question is a public one where security guards are present/nearby and someone is suspiciously positioned near an open ledge the guards will probably keep an eye out for that person even if they don't say anything. cctv would likely be monitored by staff in a room somewhere so in that case there might be a small buffer as they would have to travel to the person or send in other people who then would also have to travel.

in either scenario, if someone notices, i think they will most likely try to stop the person and things may be difficult for everyone involved lol.
