This can be super hard so don't beat yourself up if it does seem impossible. I would recommend starting with hobbies. I like to skateboard so I go to skateparks and now I have friends from that park. Not all environments/cultures in all regions are the same so sometimes traveling helps. It doesn't have to be far or other side of the planet, just outside of your bubble.
If you like gaming, I know that most games have dedicated fan pages on social media where people will reach out "looking for help on boss_____" and get someone to help you run through. Cooperative game I think are great ways of making friends online as well. I remember playing we need to go deeper and ended up playing and chatting all night with some people from another continent.
