If you type "average uk broadband speed" in google the average is apparently 54.2mbps. However I don't know anyone personally that gets anywhere close to this speed. For Israel it says 13.7mbps on average. So the reality is often a lot slower than what the big IP providers say.

I'm not sure but I think they are the average speeds throughtout the whole country and across all ISPs.
