what it seems to be is uk users who have already logined into their account avoid the block but otherwise you will get this message. I think you should still be able to login into the site with the block, just no one new can't make an account or browse the site as a guest in the UK unless they use VPN/Tor/proxy.

yes i can verify that the block is working for new user just try using the site from a different computer and got meet with a message explaining the situation

Ok so on safari on my phone, it's been blocked and you have this message on it:
(It's at the bottom)
Which makes it impossible to sign in
However when I go on ddg on my computer, I can use it perfectly fine, however I can't see pictures and attachments without using vpn, which I have found interestingAttachments
