It's hard to come up with a simple list, as the order would vary depending on whether it accounts for availability issues, as well as risks such as imprisonment or disability in the event of failure. Otherwise, it seems to me that the most potent synthetic opioids, such as carfentanil, would comfortably occupy the top positions.

Yes, those are the factors that I would take into account for each spot. I do not think that those options could be on the top, because of; as you said, availability issues, and risk of imprisonment.

Are you familiar with the PPH's rankings? It is somewhat similar to what you describe. This is what gave N its God-tier reputation.
A couple people have tried lately, but when they don't have the data they sometimes guess or estimate or speculate and then the whole thing is unreliable. It would take a lot of work to get a list like this hat is acccurate.
