I used to find- when we had new managers at work that they would like to make their mark. They'd like to change some random thing to show how powerful they were and that they were in charge now. Quite often, it made no difference to the running of the place. Sometimes their 'bright' ideas just made things worse.

I see this sort of thing like when male animals scent mark. Really to me, it just seems like pissing on a lampost to 'prove' it's yours.
