I actually got the name of the shop through a guy who went there himself and came back after he had been on a lengthy hunt for N there.

I cannot go to Bolivia this week but I wish you good luck on your search. I live in South America and going to travel soon in order to find N as well. Ikr, it shouldn't be. Afaik Bolivia and Peru are 3rd world countries and getting these substances should be easy. Maybe it's all related to the global shortage? That would make sense.
