Help suicide pacts - how and where to find the right person (IRL)

I hear (and see) quite a bit of stuff around suicide pacts, but I have to ask where on earth do you find someone, in your region at least to form one with? Is it just pure luck of meeting someone who's also willing, or having to go on any more specific forums?
