I was wrong. It says "Don't spam or make low effort replies. Spam includes sending mass PMs, unsolicited PMs, and making posts asking for people to PM you." But I think thats against rules when it's being spammed? idk

I have to imagine its spam related bc asking feels like the most normal way to start a pm besides doing it unsolicited
