Questions about SN from BO and BM. Why does BM give SN to BO?

From what I know BM doesn't sell to private individuals and doesn't ship outside of Poland, but BO, which is a reseller, sells sn from BM to anyone even if you don't have a license for sn, and ships to many countries in Europe and also outside of Europe, BO buys sn first from BM and later they sell it. BO seems like a legit company, they sell many things not just sn but I wonder why does BM accept to give their sn to BO, it seems a bit weird since sn is a dangerous substance, why they would accept to have their sold to anyone, I wonder if the sn BO sells is really as pure as they say or if they're as legit as they seem

I am also trying to understand that. Online reviews claim they didn't get their packages (Trustpilot), but users here claim otherwise. I am scared of blindly trusting a source with such mixing reviews. Do you know anybody who bought from them and actually got the parcel?

I bought from BO earlier this year and it arrived without problems, but later I threw the sn away because I wasn't sure I want this method. I know a few people who also bought from them and their sn arrived
