I know many of us have done extensive research on various ideas. So my question is, would plugging a muffler work with all the changes and safety features in the new cars?

Probably not. Today's cars produce far far less CO than they used to.

Using charcoal was probably always the better option. Car exhaust contains a lot of other unpleasant emissions.
