Can potassium nitrate be used to ctb? Or can you turn the nitrate into nitrite? Sorry I'm not good at chemistry so I would like some help

In theory yes but it's not that easy to get a clean product. Either buy SN or Potassium Nitrite
Use the search. There are threads about how to turn Nitrate into Nitrite.
