If I were to purchase nitrogen from a retail welding supply shop, how much nitrogen should I ask for? It comes in a canister, compressed I know - what do I need in order to get the nitrogen to flow from the canister into the bag? What kind of valve should I ask for, etc?

What type of reason can I give for needing the nitrogen? I was thinking I could just say my stepdad needed it for some project, but is homebound due to COVID-19, but I don't know how silly that sounds.

Maybe you can order the tank and hose , flow Meter and regulator online.

You might look at the resource section which, especially the megathread, which covers this. If you are in the US, you might want to look on the largest e-retailer's site for canisters of inert gas, perhaps not N or He, but the other.

I can't seem to find anyone willing to deliver the canisters filled. Some descriptions imply that they are, but the devil's in the details.

I went to a local welding supply store. They asked many questions ("what do I need it for?", "why don't I have a canister I can use already?", "it's very expensive, can you afford this?") and I ended up faking a phone call and leaving. I did discover that they're looking for cubic feet, and the canisters are about $400.00 (USD) if you don't already have one.

Thank you for the suggestion to read the megathread. I suppose I was actually looking for the verbiage I could use so as to not be suspicious when making the purchase, rather than the actual amount. I'll go read the thread in its entirety now.

Yes. If they ask questions which they shouldn't just tell them you are using it for beer brewing and conditioning. you can buy a canister from them and have it filled but it will cost a lot more this way. Also they probably won't have any tanks that small for what we need it for. This was the case when I went to a local welding shop. So you could have them order a 20 cubic ft tank or a 40 cubic ft tank. Then they will fill it. I would go with a 40 to make sure so that there's extra. You could also order a tank off of internet and then take it to them to fill. This is a lot cheaper but you would need to make sure the tank has a dot certified and a certain date on it otherwise they might not fill it. This is what they told me. Just look for a nitrogen tank with a cga580 valve.
