It refers to the state regulated gambling.

He has so many great ones, but I don't have the energy to dig them up rn. I highly recommend reading his entire essay 'to philosophize is to learn to die', it's one of my favorite things ever writtem.

I learnt of this quote just recently and I think it's so accurate when it comes to the suicide or right to die:

"Being right too soon is socially unacceptable".

This is another quote that I like:

"It is no measure of health to be well adjusted to a profoundly sick society"

Lastly, a quote from epicurus:

"Why should I fear death?
If I am, then death is not.
If Death is, then I am not.
Why should I fear that which can only exist when I do not?"
