It's a legal substance, often sold to people like butchers, labs, schools and universities. You could alway try and source from somewhere like that, but of course that would be stealing and *that* would be illegal. But the point is: the salt itself is legal in Europe. At least Scandinavia, the UK and Germany as far as I know

it depends on where you live. Not all countries in europe have the same regulations on substances.
