That's the hell I live with

I'm a bit of a dunce when it comes to legal stuff, I don't understand it.
I found out he will be responsible for the mortgage, as it is a joint mortgage.
But I am not sure if they would lower the monthly payments for him or anything like that because of his income, but from what I saw online he is liable for it and still has to make payments.
I'm not sure about council tax as that is the only thing I haven't researched.
I know he is still responsible for the electric and gas as that is in his name, but the water bill is in my name.
But every website I go on just says about debts coming out of the estate?
But the water bill would not be a debt, and I'm guessing there would still have to be a standing charge on the property even after I die, so someone would have to pay that, but whose responsibility would that be?
He also has a paypal credit account which is completely in his name, so that would not fall on my executors hands. But we also have a joint account with an overdraft on with minus 500.
But from what I read online he would still be liable for that too.
Nothing is really clear.
I'm actually thinking of ringing some of these companies or even a solicitor to make it really clear, but I don't want to tip any of them of on my plans.
I know I said I don't care that I'm going to leave him in debt, which to be honest I still don't. He is going to get the money for the flat sale anyway.
But I could at least send him some instructions on what he needs to do before I jump.
