I also recognise there's only so much you can do as the source needs to be shared for discovery purposes in order to do business at all, obvious steps are to not share with people who are relatively new or don't have a good post history. Even without sharing there would be traces appearing if the material is found and the transaction/email/browsing history of whoever.
In the case of IC and EM, the weak link was Canada and the payment provider. For a business like this you need somewhere international and remote with a payment system in that region. China, Russia or maybe even India based, but without selling to their local population so as to keep their local authorities away. Being legally grey in a location under "Western" influence leaves you entirely at their mercy.
The other and best option is the materials simply exist for everyday purpose on a broad platform where removal would inconvenience normal people in the same way that something like sharp objects, cars, rope, or nitrogen is, but I don't know what other purposes people have for 100% pure SN So I guess that's why it's so hard to come by.
