It's not a bad idea.
I think most people are quite sympathetic to people who like their dog. Just don't let the exceptions upset you. Some people are simply weary of strangers, and some dogs does not accept new people.
Talk to the owners, and describe your situation in relation to dogs. There's virtually guaranteed to be some common ground.
If you'd befriend my dog and offer to walk it occasionally, I'd be grateful. Just don't rush it.

The shelter near me takes volunteers to walk the dogs in the morning. You get to hang out with pups AND get in a walk in the sun
I have a puppy and I love when people are clearly excited to see him :)

Sure, and some dogs will surely come up to you and sniff you on their own, skipping the awkward phase of asking for permission

Thanks so much to everyone who responded. I'm sure it won't be that weird to go there and just pet some dogs. That being said, I'm not sure when I'll actually go. The first time will probably be the most awkward, and then it'll probably be uphill from there!
Maybe someday (read: probably never) I can foster a dog. I don't think there are any shelters near me, but that would be a really great way to get to spend time with dogs <3 thanks for the dog walking suggestions!
