I've heared there is an option for finding partners in ctb (or recovery), but I can't find it here. Can anyone help me?

I think that's because you don't have a high enough post count yet. There's also a "search" function. Do you see that? Usually, you need to get your post count up to 30 or 40, and be active on the site for like 24 hours, before these "additional" features will become available to you.
