Gun restriction/control in France makes it very difficult. And no don't expect that a hunter will lend a rifle to anyone even friend. Theres a strict code.

The only way to get to a gun in France without hassle is to have a sport shooting license.

I don't know but would imagine it varies from vet to vet. I would also think (hope) it is a very controlled substance and so not easy to get to.
