Turns out it is a bit tricky to get my argon a flowmeter. At least for a reasonable price.

Any tips for estimating gas flow at around the 15L/min mark from a hose?

Thoughts: time how long it takes to fill a small plastic bag of known volume. 60/15=4 ... A 1 litre bag should fill in 4 seconds.

Or I might try my fun death philosophy and measure it with balloons instead

Have you looked on eBay? https://ebay.to/2DU5vvE
I did funny enough, but couldn't match up tank, regulator and flowmeter in terms of screw connections - the item descriptions often miss out details, I dunno ... So many ty0es of fittings, overwhelming. Plus gas types etc. Eg can a regulator sold with argon/co2 be used for pure argon? Actually there's resource that goes over that here I think?.......

If you're in North America, Argon and Nitrogen share the same connection type; CGA-580.
A nitrogen tank will always be CGA-580, unless it's extreme high pressure (commercial stuff...don't worry). 4000+PSI which would be CGA-680.

A co2/Argon regulator should have 2 different type of connectors included (CGA 320 and CGA 580). Ask the seller to make sure.
