A corner post should be fairly strong to support the railing.
If a rope is tied to the top if the post and you pull the rope, it might flex. That is leverage and in this case, that is bad.
If a rope is tied to the base of that post abd you pull it, it should hold. There is no leverage, just a sheer force.
A little kitchen physics.
